Decide Phase
The Decide Phase is the catalyst for bringing together the insights and ideas of everyone involved in the project. The Phase uses two Stages to ensure the final design agreed will deliver the intended result. Most importantly, it is designed to ensure everyone involved can trace the origins of the ideas back to real problems. Focussing the need on real challenges helps everyone commit to work together to make change happen.

At its heart, the DECIDE PHASE is about bringing the collective wisdom and insights of stakeholders to bear on a problem they all want to solve. That problem may result in a variety of actions which will be decided upon together. The process will be constructed to ensure the design challenge is met and implementation is possible and supported.

2 Stages of Decide

The Phase is the shortest involving just two Stages. However, it will be the Phase many stakeholders have been anxious to embrace. Managing their progression to this Phase so that group dynamics have been built, a shared problem definition exists, parameters for action are clear and group input into decision criteria has been obtained all mean that this Phase should be engaging and productive.

ANALYSIS
Analysis of the outcomes from the co-design process needs to take place. All the options, the themes and potential solutions will be laid out logically. It should consider the priorities of the participants and the criteria they have voiced around success. Ideally this process will involve participants. It is important to ensure their needs and priorities are reflected in the framework taken into decision making.

CO-DECIDE
Following analysis of the outputs of the co-design workshop, participants will be involved in the prioritisation of options. Together they will co-decide the best course of action within any constraints identified in the Design Phase..

Gate 3 – REFLECT & PLAN
The reflect and plan component of the framework has been designed to provide a point to review what has been achieved, then based on this review process, plan for the next stage of implementing the toolkit. There are a set of outcomes or questions that should be considered at each of these points.

Creating coalitions and guiding group decision making occurs in many sectors. It is necessary to solve the problems of importance to groups. It is not easy. That is why being part of an informed community using tried and tested tools to make sure that groups are aware of what they are deciding and why they make decisions is so important. Without using skilful facilitation of group decisions, you can be seen as the problem. That does not help anyone!
CO-DESIGN IN ACTION
Community Groups
Many church and community groups make decisions at every meeting. Organisations and their teams, boards and subsidiaries are the same.
However, it is common for those affected by decisions to resist the conclusion. It might not solve the real issue. It might not be backed by evidence. It might be impossible or burdensome to implement. It might be seen as the worse of two evils. It might not be clear how the decision was reached.
These are just some of the reasons why having a clear decision-making process is important. Avoid outright hostility or even passive resistance by engaging the right people in decisions which matter to them. Let them know what the process for deciding will be. Record how conclusions were reached and publicise who was there and what was decided.
That way, nobody can protest they were not informed. They can hardly say the decision is inadequate or the outcome is going to fall short. If they were in the room or represented, they have a stake in making things work.
